Gentlemen:
We would like to request your review and consideration of the use of a non asbestos substitute gasket material to be used on the subject condenser as variance from MIL-C-15430J requirement. The material used for the existing submarine application units has been "Packing, Sheet Asbestos Compressed" per MIL-A-17472 and currently HH-P-46.
on the IPMP condenser the only place this material is used is for the shell manway access opening gaskets. We would propose to use Garlock Blue Gard, or preferably the material that you use as a substitute at the shipyard.
To date we have been unsuccessful in our attempts to obtain a specification change, reference Enclosure A, which includes correspondence both to Navy and shipyards, yourself included.
With increased evidence of the health hazard and legal actions being taken by users and employees handling asbestos of any type, we request your assistance in minimizing, where possible, the use of asbestos.
Direct action has been taken by us In the form of request for specification change. Additionally, we have issued Enclosure B in house to avoid use of asbestos gaskets wherever possible.

Gentlemen:
We are finding it increasingly difficult to purchase compressed asbestos gasket material meeting the requirements of HH-P-46 (superseding document to MIL-A-17422) and other products which utilize asbestos as a filler material. These materials are defined in MIL-C-15430 and MIL-E-15465 equipment specifications.
A request has been made of NAVSEA (Enclosure A); however recognizing the large amount of gasket material used in your shipbuilding operation, we request your assistance in identifying substitute material with appropriate controlling specifications that we might use as an alternate or substitute gasket material in 1/16" and 1/8" thicknesses. i We would hope to get one that is universally accepted by Navy and shipyards so that the administrative costs involved in submitting a deviation or waiver request on each contract and/or application might be reduced for ourselves and our customers.
Where not'governed by specific specification, we have used Garlock's "Blue Gard" (bulletin attached. Enclosure B). We have also considered the use of John Crane's Style 2160 material as defined in their letter dated May 23, 1985. i

GASKET MATERIALS AND DRAWINGS
Compressed asbestos gasket material is difficult to obtain commercially (and is becoming more so) since just about all sources (at lest in the U.S.A.jhave curtailed or discontinued its manufacture. Several excellent substitutes for the sheet asbestos gasket material have been developed and are available commercially. Some of the acceptable substitutes meeting ASTM F-104 are:
1. Garlock - Blue-Gard 2. Anchor- ParlHnq - CtyTa, AA1A 3. Richard Klinger Inc. - Klingersil C-440Q)
These materials are rated for 750 degrees F and pressures to 1450 psi. They are to be used for all applications falling within this operating range for which asbestos fiber sheet has been previously used; principally for the tube sheet-shell gasket. They are, effective immediately, our standard gasket material for this service.
Customer's specifications requiring asbestos gaskets are to be questioned (by project engineer), making specific efforts to substitute these materials (where possible).
Drawings for gaskets made in "more than one piece" are to show location and type of splices; they (the gasket drawings) will contain cutting sketches showing the "nesting" of the various gasket pieces on the sheet gasket material. The available sizes of gasket material is to be determined at the time the gasket drawings are prepared; the sizes and quantities needed for 3 the job are to be order via bill of material (as opposed to use of stocked 1 material as is the present practice). Project Engineers are responsible for the implementation of these instructions.
