In the first place, I don't know enough about the matters under discussion to do so, and therefore I should bo very presumptuous to remark on anything except the impression made upon me. This impression, I may say, is very good. The questions raised seem to me to be the reasonable ones, and the whole approach to these seem to me to be quite objective. I have queried one aspect of the subject in the left margin, yny feeling being that if present movement on the country's highways is satisfactory and safe, it is only so because it is less unsatisfactory and less unsafe than it might be if certain improvements or advances had not been made. It would seem to me that some comment might be required here or later to indicate what is meant. Safety, for example, in terms of miles traveled or in terms of the density of cars, has been improved, I believe, but in my unstatistical feeling, driving on the highway is no longer a pleasure but a chore, and it is fraught with opportunities for disaster on all sides. I suspect that other people feel the same, and therefore this clause strikes a somewhat incon gruous note. This can be straightened out, I believe.
