Inspectors met with from at the Opening Conference. I presented my credentials to and informed them that this was an EPA inspection to determine compliance with the Clean Water Act (CWA). The scope of the inspection is a full compliance evaluation. FACILITY DESCRIPTION The unpermitted facility is a breeder operation and has barns. The facility can typically grow the birds to 35 weeks. The farm stocks 8,500 hens and 850 roosters per house for a total of 56,100 birds. The chickens are fed a corn-based mash diet. The operator will perform annual total barn clean outs or after the end-of-life cycle of a flock. Waste litter is transferred offsite to a 3rd party named and records are kept of what is sent. Mortalities occur at a rate of 600 per month and are incinerated within 24 hours. The facility does not land apply. The facility has a Natural Resource Conservation Service (NRCS) approved Nutrient Management Plan (NMP). The facility is within the Watershed. The inspector exited the facility at 12:08 PM. Section II - OBSERVATIONS x The facility demonstrates good housekeeping practices. x No cracks or run-off were observed from the litter barn. x The composting piles inside the litter barn appear to have been stacked too high, resulting in wind dispersal of litter and chicken bones outside of containment (Photo 1, Appendix 1). x Some standing water was observed between chicken houses 1- 2, and 3-4 (Photos 2 and 4, Appendix 1). x Good, vegetated buffers were observed between chicken houses 2-3 (Photo 3, Appendix 1). x The mortality management area utilizes an Eco-drum for incineration and there were no exposed animal parts. x There were no signs of track-out at the entrance of any of the chicken houses. Section III - AREAS OF CONCERN x The contents of the litter barn are vulnerable to precipitation, indicating a need for roof repair (Photo 1, Appendix 1) 40 CFR 122.23(b)(7). 2 Inspection Date 09/30/2025 Closing Conference EPA Region 6 inspector Paul Juarez and ODAFF inspector Trent Daily conducted a closing conference at at 12:05pm on September 30th, 2025, for the inspection. During the closing conference, the inspectors reviewed the one Areas of Concern noted during the inspection, fielded questions from facility personnel, and provided information about the next steps in the inspection process.
