1. INTRODUCTION
The objectiveof thesamplingtaskinthisstudyistocollectrepresentativseamplesfortracelevelanalysisof FOSE-based fluorochemical(FC) residualst,o assesssources,dispersionin the environment,and human exposureviathefood chain.The citieselectedforsample collection willbe considered'study'or 'controlc'ites.'Study'citieasreconsideredthoseareaswithFC productionfacilitioerslargeFC consumers. 'Controlc'itiedso notcontainFC productionor consumption facilitiaensd arematched to studycitiesbased on generallocationp,opulationsize, and drinkingwatersource.
During theinitiaplhase of thestudy,phone callswere made tomunicipalagenciesrequesting
accesstovariousmatricesof interestB.ased upon thelevelof cooperationreceivedfrom the

municipalagencies,appropriatseamplingstrategiewsere developed.The QualityAssurance ProjectPlan (QAPP) and theSurveyPlancontainthe appropriatienformationconcerningthe
matricesforcollectioannd methods to be utilizefdorthisprocess.

The fullprojectsamplingscopeisaccomplishedusingtwo fieldteams:1)Battelle'Dsuxbury
Personnelcollecdtrinking'watePrO,TW, landfilalnd urban airsamples,and 2)Battelle'Msarine
SciencesLaboratory(N4SL)personnelcollectsurfacewatermicrolayerb,ulk waterand finfish
samples.This reportsummarizes theDuxbury team effort.A separatereportsununarizesthe
MSL activities.
1.1 Survey SpeciricApproval
InColumbus GA, approvalwas obtainedforsample collectioantthePubliclyOwned Treatment Works (POTW), municipaldrinkingwaterplant,themunicipallandfilaln,d theColumbus Fire Department(foratmosphericsampling).InPortSt.LucieFL, approvalwas obtainedforthe POTW, municipaldrinkingwaterplant,themunicipallandfilalnd thePortSt.Lucie Fire Department(foratmosphericsampling).Table 1 highlighttshecitievsisitedduringthissurvey and theapprovalsgrantedby municipaldepartments.

2. MIETHODS
The collectioonf environmentalsamples was conductedaccordingtoStandardOperation Procedures(SOP's).The Sop's used intheMulti-CityStudy were writtenby Battellaend are used totrainpersonnelpriortofieldactivitiaensd alsoserveasreferencedocuments whilein the

field.These documents,alongwiththeQAPP, serveas theguidancedocuments forthe collectioonffieldsamples.The methods usedforcollectioanresummarized below.
F4 The collectioonf positiondata(latitudaend longitude)was completedattheColumbus and Port St.Luciesamplinglocationusinga Garmin 12XL GPS unitaccordingtoBattellSeOP 3-164-01. Instrumentaccuracywas validatebdy comparing an acquiredpositionversusa positionof known location.The collectioonf airsampleswas completedusinga GeneralMetalsModel PS1 atmosphericsampler.The samplingwas conductedaccordingtoBattellSeOP M3-MC-F-1.1. The use of thissystem allowstheseparatecollectionofparticulataend vaporphase compounds usinga glass-fibefriltefrorparticulatmeatterand Polyurethanefoam (PUF) forthevaporphase. Water samplesfrom drinkingwatersuppliesP,OTW'S, and landifllswere collecteadccordingto SOP M3-F-2-0. Surfacewater sampleswere collectedviadirect'submersion,tapwater and drinkingwatersuppliedby themunicipalplantwere collectevdiaa valvesystem,and effluent was collecteudsingeithera bucketor smallsamplingbeaker.Sediment sampleswere collected usinga stainlesssteelspoon,accordingtoBattelleSOP M3-F-7.0. Sludgein-Columbus was collecteudsinga valvesystem.SludgeinPortSt.Lucie was collecteudsinga smallcollection bucket.
3.CHRONOLOGY
Tables2 through6 describetheeventsthatoccurredeach day of thesurvey.Sample matrix collectiotnimeshave been transcribefdrom thesample log;allothertimeshave been estimated basedon theeventsthattranspiredduringthesurvey.All timesarerecordedinEasternDaylight Time.

4. RESULTS
This survey,as partof theMulti-CityStudy, resultedin the collectionof the samples describedin Tables 3-5 of theQAPP and Amendment I toRevision 1. The followingsectionsdescribethe resultsofthe sample collectionefforthatoccurrrdduringthissurvey.
4.1 Sample Matrix Availability
Per clientinstructionso food itemswere collectedduring survey.Due toschedulingand permit issuesno finfiswhere collecteduringthissurvey. The collectioonf POTW influentdidnot occurateitherColumbus orPort St.Lucie due tohealthconcerns. Both POTW influentstreams availablefor samplingcontainedbiologicalhazards. The staffatfacilitiiensboth citieisndicated thatthe chlorinatiopnrocessoccurs followingsecondary treatment.
Also collectedb,utnot includedinthe QAPP, was a sample of quiet/undisturbesdurfacewater. This sample isintendedforuse ina long-termtransportstudythatiscurrentlybeing conducted. The sampling locationinPort St.Lucie was alteredw,ith the approvalof theprojectmanager (MarciaNishioka),from theoriginalsitedue to a distanceof40 mileseach way tothesample siteI.n Columbus, the sample sitewas locatedon privateproperty.Permissionwas grantedby one of the residentosf Stone Woods Farm.
4.2 Onsite Observations
Columbus, GA: The POTW diffusesitswater 100 feetfrom theriver.The landfilleachate pond isgravityfed intoa confined manhole, which was not accessibledue to safetyreasons. Leachate was collectedusingmodified collectionmethods. Quiescentwaterwas collectedfrom privatepropertyaftereceivingpermissionfrom a residentofthe property. Mr. JesseEldridge (3M clientw)as presentatallsampling sitesT.he POTW sludgeisdriedand putout inthefields tobe mixed withsoilon site.Drinking water influentwas sampled from a pumping stationabout 1.5milesfrom thedrinkingwater plant.
Port St Lucie,FL: Surfacewaterwas takenfrom brackish(slightlsyaline)waters,indicating some tidal/seawatienrfluenceatthislocationwithintheiiver/estuarsyystem. Multipleoyster shellsand mangrove were observed.The WVirM isa much smallerfacilittyhanthe drinking waterplant.Mr. Gary Basham isthedirectorof both facilitieWsi.th complete cooperation,all samples were collectedsuccessfully.

4.3 Instrumentation Results
Air samples were collected using a General Metals Model PS-1 airsampler. According to SOP M3-MC-Fl. 1,the airsampler calibrationisacceptableifitiswithin 10% of the expected results. To determine the acceptableresultsa calibrationwas conducted in Duxbury priorto the initiation of thestudy. The initiaclalibratiocnurve resultedin a R 2 value of 0.995. The calibrationcurves generatedin Columbus and Port St.IAlciehad R 2 valuesof 0.999 and 0.995 respectively.The percent differencein recorded valuesfrom the ihitiaclalibrationranged from 0.0% to -6.73% for Columbus and 0.0% to 5.26% forPort St Lucie.
Sitelocationswere determined using a Garmin 12X L GPS. The accuracyof the GPS unitwas verifiedpriorto departurefrom Duxbury by comparing a verifiedlocationon Battelleproperty versusthe locationdetermined by the instrument. The distancebetween thebenchmark and instrument value was 32.19 meters.
The GPS operationwas verifiedin Columbus.GA using a benchmark atthe Pine Grove Landfill. Following shipment to Georgia the instrumentwas reinitializeadutomatically.This was conducted atthefirestationon July 26h. Within severalminutes of theprocess,the unitwas displayingmaps and locationsof the localarea,which indicatedthatitwas working properly. The resultsof the verificationfsoreach sampling day arepresentedin Table 11.
The coordinatesforthe benchmark were in northing and easting.They were recorded on thelog forms in thisformat and were converted to latitudeand longitudeby Ned Morse of Battelle Duxbury Operations.The resultof the verificatiofnor Columbus was a differenc'oef 10 meters between the benchmark value and the instnlxnentvalue. The readings were then enteredintothe GPS and calculatedin latitudeand longitude.
No benchmark referenceverificatiownas obtainedfrom Port St.Lucie. The Garmin 12XL OperatorsManual statesthatiftwo citiesarewithin 500 miles of each other,a second verificatioinsnot needed. Because Port St.IAicieFL iswithin 500 miles of Columbus GA, a second verificatiownas not conducted and no positionforthiscitywas obtained.
According the QAPP, the minimum distancebetween sediment sampling sitepositionsshould be >-500 feet.The followingresultshave been calculatedusing the Garmin GPS. The distance from Columbus SiteI to Site2 is 1378 ft.t,he distancefrom Site2 to Site3 is787 ft.and the distancefrom Site 1 to Site3 is2132 ft.The distancefrom Port St.Lucie Site 1 to Site2 is 1574 ft.t;hedistancefrom Site2 to Site3 is7808.8 ft.and the distancefrom Site1 to Site3 is 6496 ft.
