The proposed significant new use rule will require manufacturers and importers to notify EPA of certain uses of asbestos, which prompts an EPA evaluation of those uses before manufacturing, importing or processing can occur. In the absence of this proposed rule, the importing or processing of asbestos for the significant new uses may begin at any time, without any prior notice to EPA. EPA is not aware of asbestos being intentionally added to plastics. If asbestos is being used in plastics, under the significant new use rule manufacturers and importers would have to notify EPA, which would prompt an EPA evaluation of those uses before manufacturing, importing or processing can occur. EPA has also selected asbestos as one of first 10 chemicals undergoing risk evaluation under amended TSCA and released problem formulation documents.
