The fuel at this Facility is not sold to the public. The Environmental Protection Agency's Facility records indicate that the Facility has one 2,000-gallon, jacketed steel underground storage tank (UST) installed in 1997. The UST is compartmentalized to allow storage of 1,000 gallons of regular unleaded (Tank 1) and 1,000 gallons of diesel (Tank 2). Records indicate that the piping is safe suction and constructed of fiberglass reinforced plastic (FRP). Inspection Narrative On June 9, 2025, the EPA conducted an inspection at Trenton School in Trenton, North Dakota. The EPA last inspected the Facility on April 25, 2023, and it was selected for routine re-inspection. The EPA inspector spoke with the Facility representative and sent a follow-up email on May 15, 2025, to schedule the inspection and provide inspection details (see Attachment A). The EPA inspector arrived at the Facility at 1:10 p.m. CDT and was met by the Facility representative. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as 3050012 Trenton School Page 1 of 3 6/9/2025 UST Inspection well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment C. Copies of operation and maintenance records are in Attachment B. Tank Leak Detection Tank leak detection is conducted by manual gauging of the UST's interstice. The EPA was provided 12 months of passing release detection monitoring for the UST. Piping Leak Detection The system piping is safe-suction, therefore piping leak detection is not required. Cathodic Protection The UST system is a non-corrosive material and therefore cathodic protection testing is not required. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Triennial testing records of spill buckets and overfill prevention devices (flapper valves) were not present at the Facility but received via email from the North Dakota DEQ representative. These records should be maintained by the operator and are attached to this report (Attachment B). Records indicate the spill buckets and overfill prevention devices (flapper valves) passed inspection/testing on July 17, 2023. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Records of monthly and annual walkthrough inspections for the last twelve months were not provided at the time of inspection. The operator demonstrated his monthly process which covers both the monthly and annual walkthrough requirements. The EPA inspector had him document the current month on a log and store it with the interstitial monitoring log for future use. Operator Training A certificate for Class A and B operator training was maintained onsite at the time of inspection. The operator stated that all bus drivers were trained as Class C operators, but no records of the training were generated. The EPA inspector provided a Class C operator training log and gave instructions on its use. Financial Responsibility The Facility uses the North Dakota Department of Environmental Quality Petroleum Tank Release Compensation Fund (fund) for financial responsibility coverage. The EPA observed a certificate of registration (Number 1341) for the fund onsite. Physical Observations The EPA inspector viewed the spill buckets, fill ports and dispensers. The spill buckets were clean, intact and functional. Flapper valves were present in each of the drop tubes. The operator demonstrated manual interstice gauging. The interstice was dry, and the stick was in working condition. 3050012 Trenton School Page 2 of 3 6/9/2025 UST Inspection Inspection Conclusions and Recommendations Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment C).
