Frohreich Date : March 2h, 1981 subject : AFE REQUEST - COMPLIANCE WITH EPA VCM STANDARD (AIR) Attached is an AFE request for $72,000 to provide funds for three of the items listed in 1981 Capital Budget item A-12, Compliance with EPA VCM Standard (Air). The items and capital requirement for each are: RVCM Receiver High Level Alarms $16,000 Improved Rupture Disc Holders $26,000 Dual Steam Stripping Instrumentation $30,000 TOTAL $72,000 Presently there are no independent high level alarms on the recovered VCM receivers. Overfilling of these receivers will result in a relief valve discharge. High level alarms will be installed in the four recovered VCM receivers to prevent overfilling. Similar level alarms have been installed in the two fresh VCM receivers after an overfilling incident occurred in December, 19 79 - All rupture disc holders on the reactors have been upgraded to an improved type which can be pretorqued in the shop prior to field installation. This pretorquing feature minimizes the chance of a premature disc failure due to improper torquing. New holders will be purchased and installed on VCM receivers, filters, recovery systems, and the blowdown tank to reduce the likelihood of a VCM release due to a premature rupture disc failure. The excessive vibration problem during stream stripping in the new module was solved by reducing the steam flow during the latter part of the stripping operation. The flow is reduced by switching from the regular injection nozzle to a nozzle equipped with a sparger. The switch is presently done manually when the stripping temperature reaches 205F. Instrumentation will be provided to automatically switch the steam flow to the sparger nozzle. Vibration monitoring equipment for each of the reactors and alarms to warn of high vibration will also be provided. DTH OOOOOOI951 R. E.
