Washington, D.C. 20001-1564 Dear Mr. Kinnecom; REi Request for Instituting Proceeding to Consider Standard for Rail Tank Cars in VCM Service The purpose of this letter is to state that Westlake Monomers Corporation is in full support of the proposed standardization to a minimum of twenty (20) inch manway cover plates for all newly constructed rail tank can that will be used in VCM service. The Standard currently states that the cover should be twenty (20) inches. Westlake Monomers Corporation believes that this amendment will provide VCM shippers and car manufacturers with more flexibility in terms of car design while not adversely affecting the effectiveness of the emergency capping kit. >.
