No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on a flowline spill of crude oil by LBOC, LLC along Oil Field Road 10. At the time of the inspection, EPA was unable to identify the owner of the flowline. On March 12, 2024, EPA notified the Arkansas Oil and Gas Commission about flowline release. On April 3, 2024, AOGC informed Kerri McCabe that the flowline belongs to LBOC, LLC. Section II - OBSERVATIONS I observed a leaking flowline on the east side of Oil Field Road 10, see Appendix 1 (photo log), Photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed the release point (33.332628, -92.507652), which was a hole at a coupling on the flowline, see Photo No. 2. Loose oil surrounded the release point, see photo No. 3. Section III - AREAS OF CONCERN No closing conference was held due to no LBOC, LLC staff being present during the inspection. The area of concern at the time of the inspection is the active leak from the coupling on the flowline. Section IV - FOLLOW UP The inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure area of concern are properly addressed.
