At the time of the inspection, the tubing valves were not working and there was no access to observe the fluid level in the tubing. Inspector was able to access the annulus of the well and observed no pressure or vacuum present through an open valve. Inspector shot the annular fluid level with the EPA Echometer but the return was immediate indicating the liquid level was very near the land surface, less than 30 feet down hole.
