City of St. Louis police and fire officials continue to investigate the incident, although reports indicate that the suspicious device had no power source and the material was not flammable or explosive. Pranksters are believed to be involved. I have contacted the City of St. Louis' Public Safety Director regarding this incident, and will provide updates as warranted.
