LaMalfa, so this remains a staff level exercise, the language is subject to change, and I ask that you please keep it confidential. In short, I would like to know does the DOI interpret the below language as enabling Reclamation to enlarge surface water storage projects, including raising Shasta Dam, and that for such actions a non-Federal cost share partner is not needed and no reimbursements to BOR under reclamation law would be required?
