The question has been raised as to whether or not these chains should be hooked at all times. The primary purpose of the chain guard is to provide a continuous hand rail at the platform level to protect people working on the platform and prevent them from falling through the ladder opening. Therefore, the should be hooked when employees are working on the platform in the vicinity of the ladder opening. At other times, wherever there is more than one access to a platform or work level, the chains should remain hooked on all ladders. When there is only one access, the chain should be left unhooked. Although there is some hazard involved in unhooking the chain while ascending a ladder, it is no more hazardous than the act of climbing a ladder, alternately using one hand and then the other. The employee must remain alert to the hazards around him. A safety consciousness and alertness is a much better safety device than a ladder chain.
