We believe it would be prudent to provide Richard Irons with a cash advance of $40,000 so he can meet his immediate financial obligations. We recognize that there are still issues that need to be addressed with T&E's generated early on in this project. In addition, a new T&E contract is currently being negotiated. These are issues that can be resolved in due course. However, the cash advance is needed now to address this current crisis so that Richard can focus on his primary mission of completing the Shanghai Health Study. The Oversight and Technical Committees have committed to work with API staff to resolve this matter promptly. This would include putting in place an interim T&E contract that should close out the cash advance within the next month. Thanks for your help on this.
