The attached memoranda relate to a project for studying and
eliminating the prevalence of Tuberculosis among miners in zinc mines
in the Joplin zinc field. You approved, in principle, the project on
my memorandum to you of October 8.

We have further discus sea the matter with the United States Bureau of Vines and have received from them, after this discussion, a draft of co-operative agreement between the Department of Commerce and the Metropolitan, which is the customary basis upon which the Department enters into prqjacts of this character.
Dr. Wright's and Ur. Lanza'3 memoranaura of January 16 attached, comprehensively covers this subject. The agreement and that memorandum requests an appropriation frcm tne Metropolitan for this purpose of $3,000 a year for turee years. The direct and collateral results to fc# obtained from this undertaking, in try judgment, not only rerrsnt tne expenditure, but make it desirable. It also should prove financially profitable.
I, therefore, respectfully request your authorization to proceed in the matter and to execute the agreement, after submission to our General Counsel.

Dear Dr. Lanza:
I have had no word from Don Cummings but I have heard from Mr. Harbnugh "nd the operators feel very keenly that the reoort should not be oublished at this time. In justice to them, I would say that the bad pioture is 8omew;:Rt over-emphasized by Don due to the feet that he has not lived or been in cloee contact with mining oamos. It would,therefore,seem much worse to hirii than to the mining man. I should think, that he would find it inedvissble to publish the report if he expects to continue as a consultant to industry. His present employers ere also in close contact with the Picher group and I believe they have mining interest in that field.
I think the report contains much information of
interest end I sympethiz' with Don in his disappointment

The accompanying financial tenement for the p an fiscal y tir shows a bal ance. in the treaaury. This w ss made pauibte by v in o u s economies and by the receipt of income that w u not anticipated when the budget was prepared and the `work far the year wax planned. The c a m income was derived fror oontnbuoana to the Academy of Medicine, from the contract with the U. S. Gypsum Company and from a contribution o f S10G from " a (roup of friends'*. Theae friends arc a number of cndustriaJim in Milwaukee and the vidnisy who. under the leadership o f M r. Benjamin E. Kuechle of* the Employers Mutual Insurance Company, and M r. Harold Falk, ratted a fund te^ bring together a group of peaalisu to inform themiclves about silicosis. This waj the a rco n g mentioned in lart year`a report which M r.
