Dr. Venezia also will contact Frank Borelli of the Vinyl Institute and William Waddell of ACGIH to obtain more information on the initiative. 2.0 Discussion of CalEPA's Developmental and Reproductive Identification Committee Priority Listing of Vinyl Chloride The Committee agreed that comments should be filed with CalEPA for the November 15,1996 Science Advisory Board Meeting. Jonathon Ramlow and Dr. Venezia willdevelop draft comments and send them toJhe Committee for review. Committee members should review the comments and respond immediately with any changes to Dr. Venezia. 3.0 Discussion of EPA's Request for Company Sponsorship of Vinyl Chloride in the Organization for Economic Cooperation and Development7s (OECD) Screening Information Datasets (SIDS) Program The Committee discussed the possibility of sponsoring vinyl chloride in the OECD SIDS Program and agreed that more information is needed to make a decision. Dr. Venezia will gather information on the typical content of a SIDS dossier and the costs in terms of dollars and "sweat-equity" involvedin preparing and submitting such a document to OECD. It is being characterized using chromatographic columns purchased exclusively for this study. The columns will be reused when die test material is characterized at six months and at one year. The Committee agreed to wait until that phase to decide the next steps. The Committee also decided not to fund CHEMRisk's proposal. A letter of acknowledgment and/or a proposal for dialogue with APME on this issue may be in J*der To t/'aj'.x fKilrrTO^^- SL 110098 Page 3 of 3 Vinyl Chloride Health Committee Activities 10/16/96 AMERICAN CONFERENCE OF GOVERNMENTAL INDUSTRIAL HYGIENISTS (ACGIH) / INITIATIVE TO LOWER THE THRESHOLD LIMIT VALUE (TLV) FOR VINYL CHLORIDE ACGIH has based an initiative to lower the TLV foe vinyl chloride by one-half on an article by Simonato, et al. which appeared in the Scandinavian journal of Work and Environmental Health. Peter de la Cruz of Keller A Heckman (representing the Vinyl institute) responded to William Waddell of the University of Louisville (representing ACGIH) at an ACGIH meeting on this issue on October 5,6,7 in Philadelphia. Mr. de U Cruz conveyed the Committee's strong recommendation to reexamine scientific evidence which suggests the opposite conclusion-that the current TLV is conservative and should not be lowered. ACTION ITEMS The Committee should develop scientific comments for Dr. William Waddell The timetable for ACGIH is uncertain, and therefore, a conference call should be scheduled soon to discuss commenting. No date has been set, although Frank Boreili believes that in-depth scientific comments should be submitted by the end of the year. CalEPA / DEVELOPMENTAL AND REPRODUCTIVE TOXICANT (DART) IDENTIFICATION COMMITTEE PRIORITY LIST Under the Safe Drinking Water and Toxic Enforcement Act of 1966 (Proposition 65), CalEPA's DART Identification Committee has developed a toxicity data summary for vinyl chloride, among other chemicals, which will be used for discussion of whether vinyl chloride can be listed as a reproductive/developmental toxicant. A meeting will be held December 4,19% to discuss the DART chemicals. The Agency would tike written comments no later than November 20,1996.
