No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. This facility was previously inspected by EPA on 10/07/2024. FACILITY DESCRIPTION EPA conducted an inspection on the 4R Operating Company, LLC - Williams Tank Battery. According Arkansas Oil and Gas Commission (AOGC) records, the facility consists of two (2) storage tanks, one (1) separator, and one (1) fluids tank. Section II - OBSERVATIONS I observed the facility, pumps, and secondary containment with the separator and storage tanks; see Appendix 1 (Photograph Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed signage on a tank at the facility, but did not observe a facility sign, see Photo No. 2. The facility information on the tank was not legible and did not match AOGC records. I observed loose oil below piping connected to tanks inside secondary containment, see Photo No. 3. I observed a leaking pump, see Photo No. 4. Section III - AREAS OF CONCERN No closing conference was held due to no 4R Operating Company, LLC staff present during the inspection. Areas of concern at the time of the inspection include: Lack of legible signage at the facility that does not match AOGC records. Loose oil inside secondary containment Leaking pump Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
