Both past and present exposures were of concern. It became evident that there was a lack of awareness among the location personnel that certain products, particularly some installed 10-30 years ago, contained asbestos and represented a potential source of exposure. As you know, asbestos is a highly publicized carcinogen and is subject to stringent regulations covering personnel exposure, environmental discharge and waste disposal. The Asbestos Awareness Program has been developed to verify that all of the locations know where asbestos is present on their sites and what regulations apply. It is intended to: - Protect our people. - Assure compliance with applicable laws and regulations. The attached package contains an Asbestos Location/Activities Survey Form and a copy of the current applicable OSHA and MSHA asbestos regulations relating to worker exposure. The EPA regulations covering renovation, demolition, and waste disposal are contained in Section 9.1 of the Division Environmental Manual and are not repeated here. -2- The survey form lists eight asbestos-containing materials which are generally common to our mills and to a limited extent to the mines. For each material you are asked to determine where and approximately how much of the designated product types are present. A careful "walk through" estimate is adequate. The first four of these materials listed are generally left over from the past. The last four may or may not be currently in use. For each case you should also indicate what plans, if any, you have to remove or renovate the older materials and the extent of any activities now involved with asbestos-containing products. It is important to realize that the present list is not necessarily allinclusive. Space is provided in Item 9 to add any materials which you know or suspect may contain asbestos. We would like to avoid future surprises so please give this your careful consideration. It should be emphasized that this is not a "get rid of asbestos" campaign. Asbestos has a number of unique uses where there are no equivalent alternatives. The objective, as stated earlier, is to be sure that it is used and handled properly and in compliance with all regulations. When the surveys are completed they will be reviewed with the respective locations to determine if any further specific actions are needed. This program was approved at theSept.il meeting of the Division SHOC. The target date for completion of the surveys is December 31, 1984. Your cooperation will be appreciated. Operations 12.1 Description of Mine and Mill Facilities and Processes. The mine is located about 30 miles northeast of the mill, a distance of about 60 miles by road. A nine-mile paved private road leads from a San Benito County road, and follows the San Benito River to the Joe Pit. Three roadway easements with private land owners, and a tram road permit from BLM, allow uninterrupted use of the road as necessary. The open-pit mine is operated only during the dry summer months, when ore is trucked from the mine to the mill by a subcontractor. Usually 6 trucks haul about 6 months each year. Mining and strip ping is done every 2 or 3 years, with each mining campaign produc ing enough stockpiled ore for several years of haulage. Mining operations are also done by a subcontractor, who uses scrapers, dozer-rippers, grader, and water truck. No drilling or blasting is required. Screening of stockpiled ore is done by Calidria em ployees, using a portable screening plant, stacker belt, dozer, and loaders. There are no electrical power, gas, telephone, or drinking water at the mine. One small metal building is used as a warehouse for low cost spare parts and supplies. Diesel fuel is delivered to tanks at the pit, but gasoline is hauled by the employees every day. During rainy weather (usually November through March) the mine area is almost inaccessible due to rain, snow, mud, and road slides. The pit floor is at about 4340' ele vation, in very rugged mountainous terrain. Mine vehicles have ft *24308
