Dry insulation containing asbestos (cotfirmed by laboratory 2S0c>l47 r 4 analysis) was again found in the debris on the floor of the building, indicating that inadequate vetting of the material was taking place prior to bagging. DER has determined that the demolition and open burning operations described in Paragraphs 1, 2 and 3 above were conducted in violation of Sections 124.3 and 129.14(a) of the Department's Rules and Regulations and Section 6 of the Air Pollution Control Act.
