In regard to progress on the Improved Environmental Proper ties for AFFF the following is reported: '
1. The DCASMA Milwaukee, which is the contract adminis
tration office for the contract with the Ansul Co. , investigated
the reason for the delay in AFFF material originally scheduled
for 29 December 1976. They found that the toxicity testing to
be done by the 'Wisconsin Research Foundation was the cause of
the delay. The new delivery date is now mid-March.
2. The Ansul Company has been conducting other studies under the contract with NRL. A copy of the most recent progress report in forwarded as enclosure (1).

3. The delay in delivery of material by Ansul necessitates
a change in the original milestone chart. A revised chart is
forwarded as enclosure (2).

A series of three fluorochcmical surfactants, three hydrocarbon sur factants and three binary solvent compositions were s e le c te d as the components for an environmentally improved APFF m o d e l.
Initial screening at three dilutions showed insignificant concentration dependent so a check at dilutions of 1 :1 2 ,5 0 0 and 1 : 5 ,0 0 0 was in vestigated for a ll candidate materials. The results of th is in v e stig a tio n were as follows:

studies using outside testing laboratories . The follow ing compounds
have been investigated and LC^q , values for fat head minnows at 96 hour exposure determined.

An a l t e r n a t i v e method for determining AIT I' so lu ti o n c o m p o s i t i o n is b e in g in v e s tig a te d . This would replace the existing re fr a c tiv e index method which persently is used and requires solvent le v e ls of 15-20% (wt.) for the required a c c u r a c y . The now method i s based upon chemical in dicators in the ppm range used with, the -AFTF.concentrate an. c a p a b l e of being d etected in dilute solutions of AFFF sp ectro p h o to m etries! Jy . To date th e a ccu ra cy of this method is significantly better than th e refractive index method. Commercially available, portable UV-visible spectrophotometers are being e va lu at e d along with co m p etitive GPL a pp ro v ed AFFF c o n c e n t r a t e s to detO! mi n e the ap p licab ility of this method.
