We understand the concerns you bring up in your letter of Nov. 4th to Frank Angelos with reference to the OSHA pro posal of 0.5 fibers/c.c.
J.M. has formed a task force to study and develop information on the following broad subjects, viz
1) Medical 2) Legal 3) Feasibility and economic impact
on J.M. 4) Feasibility and economic impact
on the asbestos industry.
Since A.I.A./N.A. has a medical consultant (Dr. Hans Weill) our medical group will provide him with information as developed and, in fact, they will be in frequent consultation with him. Dr. Weill, in turn, will provide the necessary information to A.I.A./N.A. for the benefit of its members.
I have accepted the responsibility of providing the A.I.A./N.A. with information as developed on items (2), (3) and (4).
At the present time, we do not know whether any asbestos using J.M. plant in the U.S. can conform to the proposed standard. Undoubtedly certain areas or operations of each plant can be made to conform to 0.5 fibers, whereas others cannot, based on existing technology. However, we will develop this infor mation over the next several weeks.

At this time, we would have no opinion as to whether or not Rostone Corp. can achieve a level of 0.5 fibers/c.c. in your manufacturing operation. It would be our suggestion that you compile the dust count information from the various stations at your plant to determine where you are to-day. Only after this is done would it be possible to address the question you have raised.
Obviously, it will not be possible for J.M. to provide technical assistance on this subject to all its customers and our advice to each one is to join the A.I.A./N.A. and thereby benefit from the input from J.M., Raybestos-Manhattan, G.A.F., Flintkote and etc.

Finally, both J.M. and A.I.A./N.A. have requested an extension of 120 days from the Dec. 8, 1975 date for the filing of objections to the proposed standard. Also, prior to the public hearings on this issue, OSHA will complete and publish an inflationary impact statement. We can assure you that J.M. will make a presentation at the hearings as well as the A.I.A./N.A. and many others.
