There was no company representative present during the inspection. The spill was later reported as NRC#1458688. The inspection was conducted by the authority of the Clean Water Act to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other tribal, state or federal partners present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a spill inspection at the, McCann Resources Inc, Bowring Lease. The spill was the result of a leaking poly flowline. The flowline carried fluids from a producing well to the separation/storage facility (Bowring Lease tank battery). The Bowring Lease was located in Bowring, Oklahoma, in Osage County. Section II - OBSERVATIONS I observed the release point of the spill. At the time of the inspection, oil and saltwater were actively purging from the soil near the center of a large oil-soaked area of bare soil. Further investigation to the north of the spill revealed the poly flowline where it was laid above ground. The spill was discovered when the EPA inspector was passing by the area and smelled a strong odor of crude oil in Bowring, Oklahoma. See photo No. 1 of the attached photo log. For additional location and photo metadata, see Appendix 1, photo log, which is attached to this report. Standing near the release point, I observed the overland flowpath of the oil and saltwater. The flowpath varied from 10-25 feet in width and was primarily oil, oil-soaked soil, dead grass and dead trees, see photo No. 2. Approximately 100-150 feet north of the release point, I observed the end of spill impacts. See photo No 3. Section III - AREAS OF CONCERN The primary areas of concern were oil and saltwater which were not secured, and the oil/saltwater impacted soil and vegetation along the overland flowpath. The spill was located between two houses and had the potential to follow a drainage feature to a nearby pond. 2 Section IV - FOLLOW UP McCann Resources, Inc / Bowring Lease Inspection Date 03/23/2026 EPA inspector called Mark McCann (owner/operator) upon discovery of the spill. At the conclusion of the inspection and in response to a request from Mark McCann, EPA inspector turned off the production well which was causing the spill. EPA inspector will conduct follow-up inspections to observe progress until the area is cleaned to "prespill" conditions.
