MINUTES OF THE MEETING The Minutes of the November 14, 1950, meeting were duly approved as sent to the members. n. TREASURER'S REPORT (a) The report of the Treasurer for the period November 1 to November 30, 1950, was reviewed, and On Motion duly made and seconded, it was VOTED: That the report be accepted and placed on file. (b) Patent Chemicals, Inc. Mr. Taylor reported that he had called upon Dr. J. W. Orelup and had been advised that the sum of $100 now owed the Association in fulfillment of membership fee requirements for the current fiscal year would be paid. CMA 066899 (21) (c) Salary adjustments were approved for the following personnel of the Washington office staff, effective January 1, 1951; Mr. Charles H. Mayhood, Mr. Douglas E. Campbell, Mr. Edward S. Mattis, Mrs. Gladys F. Diehl, Mrs. Robinetta B. Bohner, Miss Jane V. Mele, Miss Camille North and Miss Elvie M. Killinen. III. SECRETARY'S REPORT A brief report on activities of the National Production Authority was presented, including (a) Chemical Division personnel, (b) December 14 benzene industry conference, (c) sulfur and (d) metallic salts. At the Association's December 1 Washington meeting for local representatives of chemical manufacturers 43 were present to hear an address by General A. C. McAuliffe, Head, Chemical Corps. Mr. F. H. Carman has been assigned the title of Assistant Secretary and has been delegated additional Association duties, including representation on several Government liaison committees and preparation of the Federal Legislative Bulletin. Preliminary plans are now being made for the holding of two industry symposia during the first quarter of 1951 dealing with (a) Safety and (b) Water and Air Pollution Abatement. IV* B0AR-P OF DIRECTORS (a) Membership Committee. Mr. L. T. Beale reported that an application had been received from Durez Plastics & Chemicals, Inc. , North Tonawanda, New York, which had been duly sponsored and seconded by execu tives of member firms and that the applicant appeared to be qualified for membership under the Association's By-Laws. On Motion duly made and seconded, it was VOTED: That the application be approved subject to the 30 day notice to members provided under Article III, Section 4, of the By-Laws. (b) Retirement Plan. The Annual Report of the Trustee of the Employees' Pension Trust dated November 30, 1950, was presented by Mr. C. D. Marlatt, Trustee. V. REPORT OF THE EXECUTIVE VICE PRESIDENT CMA 066900 l Mr. R. L. Taylor reported that, in company with Mr. S. C. Moody, President, Synthetic Organic Chemical Manufacturers Association, he had visited representatives of the State Department and the Executive Office of the President concerning matters arising out of the Torquay negotiations. At the latter conference emphasis was placed upon the impact which drastic cuts (ZZ) representation accorded the chemical industry in the negotiations. The Association has been requested to sponsor an industry film in connection with the 75th Anniversary meeting of the American Chemical Society which takes place during September 1951. Apparently the A. C-S. cannot finance this film from its Ahhiversary budget. Following discussion, On Motion duly made and seconded, it was VOTE D: That the Board of Directors go on record to the effect that production of such a film would be desirable from the standpoint of public relations (this would involve television, industry, educational and other outlets); that the matter be referred with the Board's endorsement to the Public Relations Committee for consideration and recommendation; that it be the feeling of the Board that solicitation of a sum approximating $ 15, 000 to $25, 000 would be desirable, provided the Public Relations Com mittee approved the script, technical details, etc. ; and that the Chairman, following consultation and agreement with the other Association Officers, be authorized to approve solicitation. VI. COMMITTEES (a) General Safety Committee. The Industrial Injury Report for October was reviewed. (b) Ammonium Nitrate Technical Committee. Members were pre sented with copy o7 Manual Sheet A-10 on Fertilizer Grade Ammonium Nitrate. This 23-page publication contains 17 illustrations, considerable art work and is being financed entirely by interested member producers. 12,000 copies were printed. A copy of the pamphlet will be placed in the hands of each U. S. Department of Agriculture County Agent throughout the United States. The National Research Council has been selected by the U. S. Coast Guard to adxxinister a $100, 000 fwd to be utilized in developing and carrying out a testing program on ammonium nitrate. A six-man committee has been set up within the National Research Council to handle the project, and the M.C.A. has been requested to appoint a three-man industry liaison and advisory committee. Appointments of the following personnel to this advisory committee were- approved; Messrs. C. O. Davis, E. I. du Font de Nemours fc Co. , Inc. , G. Maynard Jenkins, Spencer Chemical Company; and M. F. Crass, Jr. , M.C.A. (c) Chemicals in Foods Committee, Members were presented with copy of the Association's statement presented by Dr. John H. Foulger before the Delaney Select Committee of the House on Chemicals in Foods on December 1. The Secretary briefly reviewed other testimony which had been presented before the Delaney Committee and indicated.the trend which the hearings are taking. CMA 066901 (23) VII. MISCELLANEOUS (a) Members were advised that Dr. Charles W. Thomas, Executive Vice President, Monsanto Chemical Company, had been appointed Chairman of the Manpower Committee, National Security Resources Board. (b) Mr. George W. Merck reported on a visit which he and the Secretary paid to Mr. John D. Small, newly appointed Chairman of the Munitions Board. (c) Dr. W. H. Garrett of the Monsanto Chemical Company, Ltd. read a memorandum entitled "The Employers' Side of the I.L.O. " Dr. Garrett's discussion included the organizational setup of the International Labor Office, the present position of both employer and labor delegates., the tentative agenda which will be considered at-the 1952 meeting, and proposed personnel of the Advisory Body. On Motion duly made and seconded, it was VOTED: That Messrs. William M. Rand and Howard R. Huston be appointed members of the Advisory Body to represent the interests of American chemical employers in I.L.O. matters. Mr. Rand suggested that membership on the Advisory Body go with the office of the M. C. A. Board Chairman.
