Ansley, Jr. Area Director Occupational Safety & Health Administration 2156 Wooddale Blvd., Suite 200 Baton Rouge, Louisiana 70806 Dear Mr. Ansley: This will acknowledge receipt of your August 19, 1981 letter to Ron Kaminski requesting a response for information on releases of OSHA regulated substances previously reported to your office. Mr. Kaminski has been promoted to the BFGoodrich Chemical Group Headquarters and X have replaced him as Plant Manager. The only OSHA regulated chemical handled at this facility is Vinyl Chloride. The OSHA reporting requirements on Vinyl Chloride to the Area Director is covered in 1910.1017(n) and states: M (1) Not later than 1 month after the establishment of a regulated area, the following information shall be reported to the OSHA Area Director. Any changes to such information shall be reported within 15 days. (1) The address and location of each establishment which has one or more regulated areas; and (ii) The number of employees in each regulated area during normal operations, including maintenance. (2) Emergencies, and the facts obtainable at that time, shall be reported within 24 hours to the OSHA Area Director Upon request of the Area Director, the employer shall submiadditional infomation in writing relevant to the measure taken to prevent future emergencies of similar nature.*' The BFGoodrich Company purchased the Plaquemine PVC facility from Goodyear Tire & Rubber in 1979. The effective date of that trans action was June 1, 1979. Since that date the regulated area has not been changed which would have required reporting under 1910.1017(n) (1) and we have not experienced any emergencies which would have required reporting under 1910.1017(a)(2).
