Special Projects' demands for staff services have increased considerably, in order to provide timely services and reduce the work load of each Project Admin istrator to a manageable level, the Chemical Manufacturers Association (CMA) has recently added to its staff Carol R. Stack, Ph.D. I fully agree with you that vinyl chloride is not a dead or dying ,issue and this project will have considerable activity for a long time. Joe is currently working on-' acrylonitrile, ethylene cibromide, phosgene, titanium dioxide, trichloroethylene, and vinyl chloride. Evaluation of the existing work load forces me to conclude that trans ferring the vinyl chloride project from Joe to Carol is the only solution fcr reducing Joe's work load to a mere manageable level. I have discussed the issue of work load leveling with Joe during the last two weeks and informed him this morning of my decision to transfer the vinyl chloride project to Carol. We at CMA have a high regard for Joe and I want to assure you that CMA will make every effort to make this transition a smooth one over the next several months. Carol is currently working on the benzene, chlorobenzenes stvrene, and rubber additives projects, and is now very familiar w ith CMA and panel procedures. Her biographical sketch is enclosed with this letter. Joe, however, will oe available in an advisory capacity to the project after tne transition.
