Tate, went to control room door and looked out toward the recovered VCM receiver area. Tate noticed VCM vapors coming out of the relief valve stack on the north FVCM filter pack. Tate then notified "A" operator, L. Keaton, to check area and correct problem. As L. Keaton was going to area, J. Tate notified the firewatch on top of D-300 to shutdown hot work, due to VCM release at the VCM filter pack area. B. Newman was the firewatch. Newman then shutdown all hot work in area and double checked to make sure that the welding machines were shut down. Newman con tinued monitoring as he left the area. L. Keaton notified chief operator, D. Spann, of problem. Spann went to unit and saw that he needed the rupture disc key from guard house, so he could unlock the valve under safety disc and close in order to stop escaping VCM. Keaton used high pressure water to flood top of relief valve stack to disperse any VCM that was escaping. Spann checked the key out, from the guard house at 12:32, and went directly to old unit and unlocked valve under safety disc and closed same. Spann had Keaton closed the inlet and outlet valves on the filter pack and tagged same, to prevent anyone from putting back into service until disc and relief valves were changed. We left the equalization valve open from filter pack to 401, fresh VCM receiver to prevent expansion of VCM left in pack, from blowing O'Ring. As B. Newman, firewatch, left the area he did not get any readings on the HHU unit, the wind was out of the east, carrying the vapors west toward the fresh and recovered VCM receivers. The area was monitored via the Honeywell unit and all areas were clear, stayed cleared, of readings. There were only three readings of 10 ppm on station #6. In my opinion the release was detected, eliminated, orderly, safely and quickly. The following were questioned about the incident, how it happened, what was done to eliminate. D.
