CMA 061738 MINUTES OF MEETING MCA EXECUTIVE COMMITTEE The Greenbrier, White Sulphur Springs, West Virginia Wednesday, June 5, 1974 The meeting was called to order at 4:00 p.m. by Chairman St. Clair. Financial Report for Twelve Months Ended May 31, 1974 Mr. Best reported the information shown in Exhibit A, attached hereto. 2. Proposed Pilot Project on a Loss Data Bank Attached to the tentative agenda distributed in advance was the description of a pilot project for a one-year program of gathering detailed plant loss data and subjecting it to computer analysis for the preparation of reports useful in preventing recurrences and increasing the safety of operations. The pro posal for MCA administration was put forward on behalf of seven member companies which collectively would contribute $16,000, its estimated cost. It was agreed to recommend Board approval at the Board meet ing later today, in order that the project may be started without undue delay. 3. Proposed Rules of Organization and Procedure for the Tax Policy Committee Attached to the tentative agenda distributed in advance was a revision of subject Rules. Mr. Driver explained this represented mere ly a conversion to the established format, with no substantive changes. It was agreed to recommend Board approval. CMA 061739 2- - 4. Economic Policy Review Committee Recommendation for Legislative Activity Attached to the tentative agenda distributed in advance was subject recommendation, developed consequent to Board re quest at the May 14th meeting. It recommends MCA support measures which operate to expand the supply of essential fuels and feed stocks, both short and long term, and oppose legislative and governmental Drice and other restraints which tend to restrict such supply, and also oDpose meas ures which tend to impair the profitability of industry. Recalling the genesis of this consideration as a combination of helping to minimize the attack on the oil industry with a restatement of appropriate safeguards for the chemical industry, Mr. Driver explained the Economic Policy Review Committee deemed it wiser not to make specific reference to another industry in the policy statement, and preferred to make the statement general in principle, leaving to the various MCA subject area committees the implementing actions in accordance therewith. After discussion of the pros and cons of including more definitive reference to particular aspects, it was agreed to recommend Board approve; as presented. Administrative Matters (a) Water Resources Committee - Increase in Membership Limitation Mr. Driver told of a recent appeal to him from the officers of the Water Resources Committee for an increase above the present mem bership limit of 35 in view of the unusual magnitude of current activity con cerning the development of EPA regulations under the Federal Water Pollu tion Control Act. It was the officers' contention that application of the rotation provision in the Committee's Rules of Organization and Procedure would cause a loss of several experienced members and so be detrimental. It was agreed to permit the Water Resources Committee to add five members above the stipulated limit for the two-year period ending May 31, 1976. (b) Testimony at Oversight Hearings - Federal Water Pollution Control Act Mr. Driver spoke of testimony in preparation for these up coming hearings by a subcommittee of the House Committee on Public Works and of staff interest in having a senior executive lead the presentation. Inas much as this was regarded as a preliminary consideration, with deeper examination to occur at a later time, it was agreed to reserve senior execu tive participation for the present. CMA 061740 -3- (c) Supplementary Vinyl Chloride Research Referring to the proposal on today's Board agenda, Mr. Driver reported two comoanies which supported the prior vinyl chloride research under MCA administrati; have indicated they will decline to participate further, one protesting inclu sion of the mouse as a test animal as being inappropriate to this purpose. Mr. Driver emphasized the technical representatives of the companies in volved are re-reviewing the testing protocol in order that it will represent the best judgment of experts. After some discussion, it was agreed unanimously not to modify the action of the Executive Committee, taken on May 14, to recom mend Board approval. Mention was made of EPA Administrator Train having invited senior executives of vinyl chloride/polyvinyl chloride producers to meet with him on June 11. Assuming Board approval of the supplementary research program, it was agreed to issue an announcement of it in conjunc tion with tomorrow morning's press conference, especially in view of its inclusion of plant neighborhood as well as occupational health considerations. There was discussion of MCA's chronology of attention to vinyl chloride, issued May 24, particularly concerning its prior review by representatives of companies participating in the research sponsorship.
