A third enclosure is a copy of a letter from Bevan received this morning about the situation in Switzerland. This may alter the views of our people concerning the advisability of my making a return visit to Bern. This is a matter that I can look into further when I reach London, but at present I am very much inclined to the view that the matter had better be handled cautiously. Surely it would be well if my visit were well prepared in advance with the certainty that it would not be designed to put pressure on the people who are responsible for any action that is to be taken. Having had some experience with these people in the past on this issue, I am not disposed to press for a decision, and my strategy, if followed, would be that of returning only for the purpose of providing some additional information.
