To my knowledge., there is no Monsanto policy which says that you cannot recognize a contractor's safety performance by a plaque or certificate. I know of no other plant in Monsanto that does this, however.
I see no reason why your plant could not present some sort of recognition to contractors for good safety performance. As a matter of fact, it sounds like a good idea to me.
