CHEMICAL PLANT DATE YOUR LETTER DATE THIS LETTER 8-22-77 On August'9, 1977, a state OSHA inspection was started at the Louisville, Ky. chemical plant as the result of an employee complaint alleging exposure to vinyl chloride. The compliance officer, along with taking measurements for vinyl chloride, checked for our continued compliance to previouslyissued citations. The only possible problem in this area could be that they noted one dirty lunch room. They also interviewed a large number of employees. They requested and were given a copy of all material data. They requested and were given a specified version of the plant plot plan. The inspection, which started on the 9th of August, continued on the 10-11-12-15-16 and 18th and there is a possibility that they will be returning to do additional sampling. KYOSHA INSPECTION 8/77 *' DATE YOUR LETTER DATE THIS LETTER 10/13/77 0^7 141977 Chuck Morrow, Industrial Hygienist with KYOSHA, called yesterday morning In reference to samples collected during the inspection in August* He stated that the sample obtained in the Paste Control Room of Bldg. 121 showed about 2*7 ppm VCM. I explained that our sample also showed high (3*6 ppm) and was probably due to leaking pressure lines from the polys to the control Instruments which were In the process of being repaired or ^ replaced,and apparently satisfied Mr. Morrow's curiosity* It was also found that an access door to the forced air system feeding the control room was j missing, allowing contaminated air to be drawn into the control room. This J Information was not passed on to Mr. Morrow as it has been corrected. Mr* Morrow stated that the remainder of his samples would be analyzed within the next week or two and he would return to the plant for the formal closing conference upon receipt of the results. He expressed the desire to review our sample results and compare with his before holding a closing conference with the union representatives. His intent is to convince the employees that BFG is complying with OSHA standards (and in most cases, exceeding these requirements) In order to "reduce the number of unwarranted complaints arising from employees at this plant." sjm cc: G.
