1--INTRODUCTION
-ASBESTOS WORK PERMIT
Significant exposures to asbestos may occur to Laboratory personnel during removal of inaulatioa containing asbestos. Any sawing, cutting, or breaking up of aabeatoa-bearing aateriala may generate unacceptable levels of airborne aabeatoa. The primary danger of inhaling aabeetoa duat ia the development of a lung condition called aabeatoaia. The development of aabeatoaia ia re lated to the duration and degree of espoaure. The threehold limit value (TLV) for all typee of aabeatoa ia 2 fibera per cc of air averaged over an 8hour period. Fibera muat be greater than S mlcrone In length and have a 3.*1 aspect ratio.
2---GENERAL
Aabeatoa work controla are for jaba involving the removal of aabeatoa inaulation. Theae controla are not intended for jobs involving the normal uae of welding blanketa, protective equipment con taining aabeatoa, aabeatoa ropea, gaaketa, tapea, and gaaket cementa. Work involving the removal (demolition) or unuaual handling of the abovementioned itema that might generate aignificant quantities of airborne aabeatoa fibera would bo applicable to the controla for aabeatoa work. In any event all work involving aabeatoa-bearing materiala ahall bo performed in auch a manner aa to minimite the generation of airborne or auriace depoaition of aabeatoa fibera.
Any peraon who plana to perform aabeatoa work, aa defined in Section 2. that requirea compliance with work controla muat firat obtain an "Aabeatoa Work Permit" from Safety Engineering (aee Fig ure C.4-11. Thia ia necetaary ao that Safety Engi neering may (1) follow all aignificant aabeatoa work at Bettia, (2) review the performance of aabeatoa |oba to enaure compliance to required controla, and (3) implement breathing tone air sampling for selected lobe to aaaeaa aabeatoa fiber concentratlona experienced related to specific lobs. Permits are issued after Safety Engineering has approved the specific procedure for the )ob.
Permits for second and third shift work are available in advance from Safety Engineering.
8--CONTROLS FOR WORKING WITH ASBEST08
a. Rope off an area (about a 20-foot radius) around a job that involves the handling of asbestos. Use safety rope.
b. Post the area with signs identifying a poten tial airborne hatard and the requirement to wear respirators and coveralls when within the roped-off area. The sign shall have the following wording: "CAUTION - Airborne Asbestos Respirators and Protective Clothing Required for Entry." These signs are available from Safety Engineering.
3-INFORMATION REQUIRED BEFORE BEGINNING JOB
Before beginning a job involving the removal of inaulation. all materiala ahall be identified regard ing the asbestos contained within. If materials to be used do not contain asbestos, the following aabestos work controls are not applicable.
If the asbestos content is not known, the sub stance ia assumed to be asbestos, and all work con trola apply.
c. Any parson who enters the asbestos work area must don a respirator approved for asbestos espoaure. Uaed respirator filters ahall be disposed of as aabestos waste. Respirators shall be thoroughly cleaned prior to removal from the asbestos work area if applicable. Approval for SCoreroom

(1) Seal items with loose asbestos in dear plastic bags.
(2) Asbestos materials shall not be allowed to accumulate in the work area. Dust that might have settled out on surfaces shall be vacuumed using a vacuum cleaner with a HEPA-Filter, D.OP.-tested exhaust system and/or cleaned by wet cleaning methods. Ho dry sweeping shall be performed. All asbestos work areas should be thoroughly cleaned before they are released to general traffic.
(3) Th* us* of a water spray to wet down materials before they are cut. etc., substanbally reduce* the generation of dust Insulation sTiall be wetted before removal, whenever possible.
(4) When tearing out old asbestos insulation,
cutting materials, etc., th* use of local
exhaust at the point of dust generation
via hose* connected to vacuum cleaners
reduces the generation of airborne dust.
Consider the use of an exhausted con
tainment area, for example a tent or
Nucon type bag, for larger asbestos jobs
in th* field.
(5) To contain the spreading of asbestos fibers measures may include:
(a) Isolating areas with curtains
(b) Portable partitions or plastic sheets

(c) Placing or suspending plastic sheets beneath work areas
(d) Enclosing the pip* with insulation in a sealed plastic sleeve and breaking insulation through th* beg.
(6) Vaeuum off tools before removing them iron th* work area.
(7) Dispose of asbestos-bearing scrap as soon as generated in seeled containers labeled as asbestos, that is. 35-gallon drums wMh sealable, double, clear plastic liners.
(8) Dispose of scrap drums ol asbestos la ac cordance with th* Pollution Control Manual for th* Bettis Atomic Power Labo ratory. EC-1 (IV-26).

6--STORAGE OF ASBESTOS BEARING MATERIALS
Asbestos materials should be stored in sealed containers or sealed in plastic bags. Spillage from containers and bags must be vacuumed immediately to prevent dispersion.
7--NEW INSTALLATIONS OF INSULATION
All insulation jobs should be accomplished with asbestos-free materials, other asbestos substitutes are listed in Table C.4-1. Asbestos-free insulation materials such as Kalo tubing, cement, and block, are available from Bettis Stores. Immediately after installation of these materials, they must be sten ciled as asbestos-free. These stencils are availa ble from Work* Engineering.
