Process Description: NASCO processes several different kinds of bulk-solid materials including manganese ferroalloys. Bulk solid silicomanganese and ferromanganese arrive approximately four times a year by ship, with occasional deliveries via truck. Bulk-manganese is stored in a warehouse onsite. Bulk-manganese materials are mainly shipped to customers in trucks. NASCO installed ambient air monitors throughout the facility. A Federal Reference Method (FRM) monitor for respirable particulate matter (PM10) and metals, including manganese, was installed and is operating. There are four Federal Equivalent Method (FEM) monitors for PM10. The FR.cM. monitor is co-located with one of the FEM monitors. NASCO also installed a meteorological station that measures wind speed and wind direction. TOUR INFORMATION EPA toured the facility: Yes Data Collected and Observations: Each monitoring location was visited. Photos are attached in Appendix A. There was no truck loadout taking place during the inspection. A water truck was wetting the paved road ways. Photos and/or Videos: were taken during the inspection. Page 2 of3 CLOSING CONFERENCE Compliance Assistance: Mr. Becerra explained that all managers have computer access to the FEM PM1 omonitoring data and the meteorological data. EPA explained that it is helpful to have a notification system to all managers when PM10 concentrations are elevated and there are high wind events. A notification system would allow for managers to then make operational changes to minimize fugitive emissions during those time frames.
