ETHYL CORPORATION t o Dr. R. A. Kehoe IN TER-OFFICE CORRESPON D EN CE AD D R ESS f r o m J. J. Frey SU B J ECT TML--Japan, Singapore and the Malay Federation, Philippines. (Standard-Vacuum Oil Company) AD D R ESS D ATE Cincinnati, Ohio NewYork July 19, I960 After Pierce DuMar received my letter of July 15th he phoned for additional information., vhich I in turn discussed with you by telephone. He requested the addresses of Dr. Fairley and Dr. Drummond and said he already knows Dr. Hogge of NewZealand. I gave himDr. Fairley's and you said you would look through your correspondence for Dr. Drummond1s ad dress, which you will send either directly to Mr. DuMar or to me. JAPAN You repeated that you have not heard anything fromDr. Keiji Akatsuka. Inasmuch as C. D. Carter had the preliminary talks with him, I agree with you that we should do nothing until Nick can pick up this matter again when he returns fromvacation next Tuesday. By a copy of this letter I amsuggesting that he get in touch with you, and then you and he can decide the next step so as to allow early shipments of TMLto Japan. SINGAPORE You toll me that you had no current medical liaison In this area & and therefore the only procedure would he for you to check with Associated MALAYA Ethyl's medical department to see if they can supply the names of the proper people. If this is possible, you will write to those people from Cincinnati. Since I talked to you, Mr. DuMar has informed me that Stanvac's interest in TMLfor this area is less imminent, and he therefore suggests that nothing be done at this time. PHILIPPINES As far as I know, the Caltex refinery in the Philippines is the only one using TEL. Some years ago Associated made the first dLiyery. As I understand it, even nowthat shipment has not been consumedbecause the gasoline requires little or no TEL. We expect to supply the newrefineries of both Stanvac and Filoil Refining Corporation when they come on stream in the near future, and therefore we will need a medical consultant there. Nick Carter visited the Philippines on his last trip andmay have current information on the local doctor involved with TEL. If he does not have that Information for you, presumably it will be necessary to follow the same pro cedure as for Singapore. JJF/ AL cc: C. D. Carter, Detroit
