Engman Prior to the incinerator supervisory people leaving the area we would expect: 1. All lines and pumps used to transfer PCB will be blown and tagged for identification re dismantling. 2. All storage tanks which have contained PCB must be opened to confirm they are empty. 3. Ho\irly workforce will be arranged for (2 people) to work with whatever foreman supervises the dismantling. 4. Sumps must be pumped down to remove maximum amount of PCB. . .. 5. All drums must be disposed of, leaving the area clear. 6. The incinerator utilities, gas and oil, must be secured. . We will need power, steam, and city water for decon- tamination. ~ . We would expect the problems associated with phenol handling and 236/237/239 residue handling to be resolved by transferring these duties to other than incinerator hourly. I would expect that Allie Woodiel would supervise the decontamination/dismantling.
