On March 22, 1974, we sent "PPG's Written Statement to OSHA" to all (6) companies who have or could conceivably work on VCM tank cars. It is very likely that they may refuse to do interior work on VCM cars in the future unless they are supplied fully cleaned by PPG. Even if they are willing to clean VCM tank cars, I think we should seriously re consider the desirability of having them do this unless we are completely satisfied that they can do so properly and safely. It may be that we should make it policy that all VCM tank cars are cleaned at a PPG fa cility or an approved waste disposal facility (i.e., Rollins Purle). Would you please investigate and advise what would be necessary to set up Lake Charles to handle the total cleaning of all VCM tank cars. We will contact Rollins Purle to see if they feel they could clean VCM cars at their New Jersey facility and what other facilities they might have in other parts of the country. M.
