Interoffice Memorandum November 24, 1981 TO: Gary He FROM: Has She _ ___ SUBJECT: Authorization for payment to EHA I wish to request authorization for payment of $11,495.00 to Environmental Health Associates (EHA) as per the attached invoice. Payment is for services provided the Vinyl Chloride Program Panel as requested (Re: November 28, 1979, Record of Meeting). The work performed constitutes the feasibility phase of a proposal for an update of a vinyl chloride epidem iology study (attached). Twenty companies are supporting this feasibility and subsequent full epidemiology study. For the past several months, CMA has been involved in con tract negotiations with EHA to undertake the full epidemiology study. To date we have not been able to write a contract that will meet both parties' requirements. CMA has requested that the Panel reassess the situation before any further effort is made. Cost reimbursement for the completed feasibility study is included in the payment schedule that is part of the draft contract. The original intent was to negotiate one contract for both the feasibility and epidemiology studies. The Vinyl Chloride Program Panel has committed $303,000 for these two studies (EHA cost to complete, $220,000; CMA administration, $35,000; and contingency, $48,000), of which $134,205 has been collected by CMA.. Since negotiations are stalemated and it is unclear if we will reach an agreement, I wish to reimburse EHA for that portion of the work already performed.
