Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 141 Railroad St., Suites 114 and 115 Canton, Georgia 30114 Inspection Date: July 27, 2022 Facility Programmatic ID 3601455686 LAT: 34.2360 LON: -84.4950 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm (lead inspector) Tony Spann (Inspector-in-Training) Introduction An inspection pursuant to Section 114 of the CAA was conducted on July 27, 2022, at 141 Railroad Street, Suites 114 and 115, in Canton, Georgia 30114 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility was vacant at the time of inspection. Renovation work had been occurring at the site. Permit #RO2203-126 was issued by Cherokee County on May 17, 2022, for renovations to the facility which included a tenant fit up for 9,410 square feet of office space for a realty office space. According to the permit, renovations are to include new exterior doors, interior non-load bearing walls, mechanical/electrical and plumbing work along with new finishes and fixtures. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility was vacant at the time of inspection. Its previous usage could not be determined. Inspection Inspection It was apparent that renovation work had been occurring at the site at the time of inspection. Inspectors were unable to locate a supervisor at the site to discuss the renovations at the time of this inspection. It was later determined that this is the architect for the project. The permit also indicated that Canton Mill Ventures, LLC owns the facility. Conclusion The inspectors will follow up with the owners/operators of the facility and the renovation activity, as deemed appropriate, to obtain information and necessary paperwork related to this renovation activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, renovation notifications, and waste shipment records for the facility.
