OPENING OF MEETING Vinyl Institute Executive Board Chairman, Mr. Steven W. Schaefer, convened the meeting at 8:00 a.m. and asked for self-introductions. He noted that the financial report and related discussion would be held following the reports dealing with solid waste management activities. II" APPROVAL OF MINUTES OF MAY 13. 1988 EXECUTIVE BOARD MEETING Mr. Flammer motioned that the minutes of the May 13, 1988 meeting of the Executive Board as included under Tab A of the Briefing Book for this meeting be approved. Mr. Luss stated that they believed that the VI should support the case-by-case approach as outlined in the proposal, and noted that it will be discussed at the September 21st Health, Safety & Environment Committee meeting. E. OSHX: PVC Resin Tjihelinq Mr. de la Cruz stated that background information on the citation to Occidental Chemical Corporation for failure to include a cancer warning labeling statement is included under Tab I of the briefing book for this meeting. Mr. de la Cruz noted that OSHA offered, on September 6, 1988 to drop the citation. F. California: Implementation of Proposition 65 Mr. de la Cruz referenced the material included under General counsel's report for this meeting included under Tab I of the briefing book. He updated the Board on a number of pending suits, including AFL-CIO v. Deukmejian and a complaint filed on behalf of the Committee For Uniform Regulation and Labeling. VI. HEW BUSINESS A. California Plastic Pipe Environmental Impact Report: Approval of $100.000 Pro-Rata Share Dr. Gottesman noted that a report which details discus sions related to the funding of the worker health study necessary for the completion of the EIR is included under Tab M of the briefing book for this meeting. Dr. Gottesman stated that approval was received on May 31st as the result of a telephone ballot of the VI Executive Board on a funding propos al . He stated that the approval of the funding by a majority of the Board had led to the June 17, 1988 signing of an agreement between SPI and the California Public Health Foundation to carry out the 5-phase study. Dr. Gottesman stated that it was in order to formally validate the letter ballot. During the discussion, Mr. Flammer suggested that the special assessment be held until such time as it is needed, with the funds being taken out of the contingency budget which had previously been earmarked for use in matters related to the Food and Drug Administration. Messrs. Martinelli and Russ stated that they favored the special assessments being made either now or in conjunction with the December invoicing of the VI second-half dues.
