Members Ladies and Gentlemen: I am the General Manager for the Little Hocking Water Association, Inc. ("Little Hocking"). Because of the threats to human health and the environment from PFOA ("C8") and related compounds - and in light of the Science Advisory Board's recent draft report describing C8 as a "likely" human carcinogen - Little Hocking is providing a summary of blood sampling data from 25 individuals whose residential water is supplied by Little Hocking. U. S. EPA July 13, 2005 Page 2 As you know, E. I. du Pont de Nemours and Company ("DuPont") owns and operates the DuPont Washington Works Plant in Parkersburg, West Virginia, across the Ohio River from the Little Hocking well field. DuPont uses, releases and/or disposes of perfluorinated compounds - including C8 - at its Washington Works Plant. Little Hocking's wells contain the highest levels of C8 found in any public water supply in the country to date. The level of C8 in water entering the distribution system to our members has been measured as high as 7.2 parts per billion (ppb). Sampling results for Little Hocking's individual wells have shown levels of C8 as high has 18.6 ppb (production well no. 5); 3.90 ppb (production well no. 3); 9.89 ppb (production well no. 2); and, 9.03 ppb (production well no.l). Recognizing the threats to human health (including that of Little Hocking members) from C8 and related compounds, Little Hocking paid for blood sampling of the 25 individuals referred to above (the blood samples were arranged for, obtained, analyzed, and paid for with no assistance from or involvement by DuPont). We are providing a summary of the Little Hocking blood data to you (see Attachment A) for inclusion in the U.S. EPA's Administrative Record 226 and OPPT-2003-0012. Additionally, we are providing the blood data summary to you to ensure compliance with any legal obligations Little Hocking may have under the reporting requirements of Section 8 of the Toxic Substances Control Act. The participants' blood serum was tested for PFOA and PFOS, as well as for a suite of other perfluorinated compounds (a table identifying the names and molecular formulas for each compound in the suite is attached as Attachment B). The blood analyses were performed and the results were provided by Axys Analytical Services, LTD, located in Canada.
