We met with the owner Bill Barnhart, and the yard manager, CA Haskell, at the opening conference. I presented my credentials to Mr. Barnhart and Mr. Haskell as I informed them that this was an EPA inspection to determine the facility's compliance with the Clean Water Act (CWA), specifically, the National Pollutant Discharge Elimination System (NPDES) regulations. The scope of the inspection was a Compliance Evaluation Inspection. Following the opening conference, Mr. Haskell accompanied us for the entirety of the inspection. FACILITY DESCRIPTION OKC West Livestock Auction is a cattle sale barn which holds three weekly sales (Monday, Tuesday, and Wednesday). Cattle are typically dropped off on Saturday or Sunday and picked up by Thursday; Monday is the cow and bull sale, Tuesday the calve and stocker sale, and Wednesday the feeder sale. In the twelve months between November 2018 and October 2019, the facility held 149 sales. Over this same twelve-month period, the facility confined and sold an average of 2,840 animals per sale. The animals are housed in approximately eighteen acres of uncovered pens. The facility has five Retention Control Structures (RCS) which are designed to receive all wastewater which emanates from the production area. These RCSs are dewatered using a reel gun or evaporation. The nearest waterbody in the watershed, Sixmile Creek, runs through the property. The open lots are scraped daily, and the scrapings piled in one covered and one uncovered area. Section II - OBSERVATIONS Open Lots & Manure/Lot Scrapings Piles: At the time of the inspection, I observed the lots to be well-kept and generally clean. I observed two manure/lot scraping storage piles; one pile was under cover (photo #1) and the other was not under cover. The covered pile appeared to be well-kept and was not exposed to rainfall. The uncovered pile was located just north of the truck washing station (approximately 35.506503, -97.877682) [AOC 1]. Mr. Haskell informed us that this was a temporary storage area; however, we observed vegetation growing on some of the piles which is an indicator of longer-term storage. This temporary storage area was bermed, but I observed a break in the berm in the northwest corner. We did not see any wastewater actively exiting this area. Retention Control Structure(s): At the time of the inspection, the wastewater level in the five RCSs was satisfactory. We walked along the portion of Sixmile Creek which runs through the property and saw that the flow was brown and cloudy at approximately (35.505994, -97.879988) [AOC 2]. Due to the high grass and recent rainfall, we were unable to if a wastewater seep or leak was present. Section III - AREAS OF CONCERN The following areas of concern were conveyed to Mr. Haskell at the closing conference: 1. The temporary manure/lot scraping storage area was not under cover. Any rainwater that comes into contact with the production area must be captured in an RCS. 2. Sixmile Creek showed evidence of a possible lagoon seep or wastewater irrigation line leak. Regular visual inspections must be conducted on all RCS berms and wastewater application equipment to ensure no leaks or seeps have developed. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on 11/07/2019.
