Troy Stuckey, PhD Date 6ENFORM-019-R8.2 (02/12/2020) 1 Section I - INTRODUCTION One Cleaning & Care Products, Inc. / Nacionalizaciones Hermanos Cuevas Inspection Date 12/10/2024 PURPOSE OF THE INSPECTION This for-cause scheme marketplace inspection was conducted pursuant to the Federal, Insecticide, Fungicide, and Rodenticide Act (FIFRA) Section 8, 7 U.S.C. 136f, and Section 9(a), 7 U.S.C. 136g(a), to evaluate compliance with FIFRA and the regulations thereunder. The inspection occurred for-cause for suspected non-reporting of pesticide production in accordance with Section 7(c) of FIFRA. FACILITY DESCRIPTION One Cleaning & Care Products, Inc., is a company that is incorporated and doing business in the state of Texas. Texas Secretary of State records indicate that One Cleaning & Care Products, Inc., is currently inactive. The company's address, 7102 Santa Maria Avenue, Laredo, Texas 78041, is a facility that presently operates as "Nacionalizaciones Hermanos Cuevas", a business that specializes in the importation and legalization of foreign vehicles into the United States. The size of these businesses is unknown. One Cleaning & Care Products, Inc., is registered as an active EPA pesticide and device producing establishment in accordance with Section 7(c) of FIFRA. Section II - OBSERVATIONS I, EPA Region 6 inspector Justin Mullenix, accompanied by EPA Region 6 inspector Lee McMillan and subject matter expert Gerardo Acosta, arrived at One Cleaning & Care Products, Inc., on December 10, 2024, at approximately 9:15 AM. We entered the facility and met an employee, Eladio Mozqueda. I informed Mr. Mozqueda of the nature of the inspection and asked if a supervisor was available. Mr. Mozqueda said that the owner of the company, Roberto Cuevas, was out of the country. I asked Mr. Mozqueda if he could represent the company, One Cleaning & Care Products, Inc., during the inspection. Mr. Mozqueda explained that One Cleaning & Care Products, Inc., was no longer active and the facility currently operates as Nacionalizaciones Hermanos Cuevas, a vehicle importer, but agreed to allow the inspection to take place. I presented Mr. Mozqueda my federal inspector credential and a Notice of Inspection which he signed. I explained to Mr. Mozqueda that the facility was currently registered and active with the EPA as a pesticide and device producing establishment, and asked him if any pesticide production occurs, or has occurred, at the facility. Mr. Mozqueda explained that One Cleaning & Care Products, Inc., was formed in 2020 during the COVID-19 pandemic and had intended to import and produce disinfectant products, but this business never began operations. Mr. Mozqueda explained that only a small amount of hand sanitizer product, "Gel Antibacterial", had been imported and some was still present at the facility. 2 One Cleaning & Care Products, Inc. / Nacionalizaciones Hermanos Cuevas Inspection Date 12/10/2024 I asked Mr. Mozqueda if he could take us through the facility to verify that production of pesticides is/was not occurring. Mr. Mozqueda agreed and led us to some back rooms where various items were being stored. Mr. Mozqueda demonstrated the hand sanitizer product that had been imported, and I verified that it appeared to be exempt from FIFRA registration. Mr. Acosta photographed the product. Upon concluding the walkthrough of the facility, we returned to the main office where I prepared a Receipt for Samples. Mr. Mozqueda then made copies of the Notice of Inspection and Receipt for Samples for his records and was provided copies of a Confidential Business Information (CBI) notification and Small Business Resources Information sheet. I informed Mr. Mozqueda about the pending inspection report and agreed to provide follow up information about requesting termination of the EPA establishment registration. The inspection concluded at approximately 9:30 AM. Section III - AREAS OF CONCERN One Cleaning & Care Products, Inc., appears to be non-compliant with its annual reporting requirements under Section 7(c) of FIFRA. Section IV - FOLLOW UP No additional correspondence has occurred since the conclusion of the inspection.
