Copy sent to Mr. Fossett 7"22~19i4-0 February 6, l$k Dr, H. C. Honor Manila Hospital and Sanitarium 707 Vermont Street Manila Dear Doctor Honor:* Yur letter of December ISth addressed to the Ethyl Gasoline Corporation requesting a copy of booklets and instructions for the supervision of workmen engaged in mixing Ethyl Gasoline has been referred to my office. Meanwhile you have doubtless received my recent letter concerning the entire question of your examination of these employees. Let me repeat that I am entirely willing to leave the question of the frequency of these examinations in your hands after you have had such a period of experience as would entitle you to some Judgment in this connection. At present It appears that you are somewhat at sea on the entire subject* and that you have not given any very direct attention to the instructions and information with which you were supplied some time ago. Accordingly it is my suggestion that you examine these men every three months until such a time as you are entirely familiar with the nature of their work* and the nature of their physical response to it. X think you should make It a point to visit the mixing plant as frequently as possible, that Is, if possible, at the time of every quarterly examination. The purpose of this la to make certain that you are familiar id tli conditions under which the men work, and also to assure us that the mixing plant is kept in proper condition *** and operated in precise accordance with the instructions and regulations. You should be familiar In detail with these in structions and regulations-in order that you may exercise proper oritioal Judgment in relation to the performance of the men, and of the management, in the Maintenance and care of the plant. X hope you will be able to locate the booklets which X sent you since it is not easy for me to replace all of the articles with which X supplied you* However In order that you may be informed as to our general policy, and in order that you may be familiar with the regulations covering the operation of mixing equipment, X am sending you herewith a copy of our memorandum:'to medical men together with a copy 2 * of the regulations governing the operation of such equipment* Moreover 1 should appreciate your x*rlting me, letting me know whether you have found the material whioh I formerly sent you, since if you do not have it, I shall make every effort to supply you again with the necessary information* Vry truly yours.
