Don, The purpose is to try to resolve the Clean Water Act (sanitary sewer overflow) issues Houston has faced because of aging pipes and topography. The Obama Administration was putting pressure on the City to enter into a Consent Agreement with problematic terms. We want to discuss a path forward. Let me know if you have other questions. Susan
