Roy SUBJECT: No. 2 Steam Plant UCC/Contractor Interface letter only Removal Project - Attached is a copy of the Asbestos Removal Project work plan and a copy of the contractor's sign-in form. As indicated in the work plan under Operation Department requirements, the ES Supervisor will be the key interface. As indicated, the project will be conducted under a Class "A" HWP and each of you will serve as the safety monitor and enforcer of plant safety rules. Inasmuch as there is no tag and lock out required of the idle equip ment, there is no need for a master card. However, there is a need to know where people are working for control purposes. The sign-in sheet is designed to minimize traffic in the control room and let you know on a daily basis where everyone is working. I believe we have addressed all of the major requirements for a successful project. Should anything come up that is not covered by the plan, please let me know. JGR/sj Attachment UCC 002553 No. 2 Steam Plant Asbestos Remova1 Project Plan - January 1986 1. UCC Contractor Safety Orientation - Johnson A. The contractor's personnel will be staying at the Ramada Inn. Contractor supervision will be provided with vehicle passes to transport their workers to the job site and parking will be in the visitor section of the upper island lot. B. All of the workers, except one, were on the No. 1 Steam Plant project and have been given the safety orientation. The orienta tion will be given to the new person. 2. Operation Department Requirements - Thompson/Roy A. The contractors will wear hearing protection in addition to the personal protective equipment outlined in the safety orientation. B. Working hours inside the building will be after 4:00 p.m. Monday through Friday. Day time activity is permissible for outdoor removal and on Saturday and Sunday. The contractor plans to start on January 2 and plans to work the first weekend. C. Work will be conducted under a Class "A" permit. While a MT/LO card will not be used, the contractor supervisors will sign in with the ES supervisor showing the crew size and work location. D. The ES supervisor will be the UCC interface and will be responsible for ensuring that safety procedures are followed. E. The contractor supervision will be responsible for installing barrier tape around the parameter of each work site. F. The ES supervisor will maintain a supply of Type 9910 masks and paper coveralls for any necessary work site entries by either Operations or Maintenance personnel. A plastic bag lined container will be provided by Operations to dispose of used masks and disposable coveralls. G. J. G. Roy will attend the Area III Maintenance tailgate meetings on December 30 and January 6 to cover the plan with Maintenance personnel. H. Dave Hall will include status of the project and work activities in his daily notes to the shift group. 3. Maintenance - Corrie/Lanham A. The dumpster will be located east of the No. 2 inclined belt next to the roadway. Trucking will be arranged to ensure that the dumpster arrives at Goff Mountain before 11:30 a.m. on week days. Dave Hall will prepare the waste manifest. UCC 002554 3. Maintenance - Corrie/Lanham (continued) 2 B. The contractor will keep the dumpster covered with plastic during rain or snow conditions and during off hours. C. Hot water from the control room/office water heater and cold city water will be provided to the contractor's change room. D. Adaptors will be provided to connect the standard three-pronged 120V cords to the other style 120V receptacles, (two required tor 25 amp loads). E. ,, The contractor's change room will be a temporary enclosure (built by the contractor) located at the north end of the storage area on the east side of the basement floor under the office/control room. The north end door to the storage area will be used during the project and access to the storage area will be the south door. 4. Safety - Vincent/Young A. The Safety Department will ensure that the rescue squad vehicle has a supply of masks and paper coveralls to permit rescue inside the barri caded vork sites. E. The Safety Department will survey the work areas and install strateg ically placed continuous air quality monitors outside of the barricade areas to ensure that air quality is not deteriorated by the asbestos removal work. 5. CouLracter A. The contractor will limit the crew sizes to 5 or less per supervisor and plans to work up to three crews. He estimates a February 1 comple tion. B. The contract workers will use their own showering facilities which are equipped with water filters on the drains. They will use a "Cadle" portable toilet. C. The contractor will enclose the work areas and use a blower equipped with an approved filter to pull air from the enclosure as a means of controlling fugitive fibers.
