We refer to your recent visit to this county during which you gave a lecture on the effect of lead on the human environment to representatives of the major oil companies, Mr. R. Farnsworth of this Department attended on behalf of Mobil and has subsequently reported that he found your lecture to be extremely valuable and interesting. You will recall that at the meeting you distributed copies of a statement covering the subject of your lecture and at the sene time reminded your audience of the highly confidential nature of its contents. Nevertheless you did indicate that you realised that the audience would wish to show the document to key personnel in their respective organisations on a "need to know" basis.
Dr. G. B, Cipollina, Manager of the Research and Technical Services Department of Mobil Oil Italians has seen the document and has asked whether or not your report, or part of it, may be passed on a confidential basis to the Italian Health Ministry, As you are probably aware the maximum lead content of Italian regular gasoline is restricted to 0,530 gmPb/litre and the Italian Oil Companies are trying to obtain agreement to an increase to 0.635 gmPb/litre, a limit which is currently allowed for premium gasoline. Dr. Cipollina believes that the information contained in your report would provide very useful additional data for the Italian Health Ministry to consider thus ensuring that they have available the best possible advice and information on which to base their decision.
We realise that your report was originally prepared to assist a U.S. Government investigation and that it is highly confidential. However on Dr. Cipollina's behalf we do ask for your permission to pass it to the Italian Health Ministry on a confidential basis.
