Subject: Asbestos Content of Dr, Kolbye's Sample of Avon Tai Winds Spray Talc
To: Dr. Albert C. Kolbye, Deputy Director Bureau of Foods (LF-2)
The finding by Mr. Schulze by microscopy, that Avon Tai Winds Spray Talc contains tremolite asbestos in amounts of the order of 10%- has been confirmed by Professor S, Z. Lewin of New York University} using the X-ray diffraction technique. Mr. Schulze*s results were reported by me in a memorandum to Dr* Schaffner dated February 29; 1972, A copy of this memorandum and Mr* Schulzers work sheet is attached.

Subject: Asbestos Content of Dr.. Kolb y e 's sample of Avon Tai Winds Spray Talc
To: Dr* Robert M e Schaffner, Director Office of Product Technology (BF-400)
A s shown in the enclosed analytical worksheet by Mr* Schulze (Division of Microbiology) D m Ko lby e 1s sample contained no chrysotile asbestos, but did contain a moderate amount of tremolite asbestos*, X asked Mr* Schulze for a semi-quantitative estimate; he said, of the order of 107* - 20%, on a particle count basis (not a weight percent basis)*
If Dr. Kolbye agrees, we would like to retain the sample, for inclusion in the series of X-ray diffraction analyses for asbestos.

10. SUMMARY OF A N A L Y S IS
The sample was exsminod to determine whether it contains asbestos. Optics!
crystallographic examination shows that the e mole consists of talc together
with crystalline impurities, none of which is chryeotile asbestos. One of the imourities is c moderate amount of what was identified f.s tremolite, an asbestos mineral. This is present mainly in the form of biaxial negative j rods and needles with positive elongation and inclined extinction, Refractive
i indices were found to be: alpha 1555, beta 1,617, end gamma 1.524,
