Subjects Additional Studies on Vinyl Chloride
The funded portion of MCA projects on Vinyl Chloride have been completed except for receipt of final reports on the long term inhalation and epidemiologic studies.
At its meeting on April 28, 1976 the Technical panel on Vinyl Chloride Research recaasnendad continuation of metabolic studies at Doe, expected to take about one year at a cost of $130,000 including contingencies and administrative costs* is anticipated that this additional work will abolic aspect of the VC research.
At the same meeting the Panel reco--sided proposal by Dr. Tamburro at the university of search for new diagnostic tools for the early disease due to VC exposure. The projected cost for the first year is $220,000, including administrative expenses and contin gencies. It is predicted that continuing support for this program will be requested the following two years at shout the
same rate.

This is postulated as the possible mechanism for detoxification of vinyl chloride. Parallel studies investigating in vitro metabolism and binding properties are also planned. The Panel recommends favorable action immedi ately for the first year and in the future will probably suggest continued support for two more years.
The Panel also considered the advisability of proposing an epidemiology study dealing with birth defects. Work by Dr. Infante and others of National Institute for Occupational Safety and Health appears to implicate vinyl chloride but has a very weak data base. However, action was deferred pending the outcome of studies under way by The Center for Disease Control.
It is expected that the remaining contingency funds will be adequate to cover administrative costs and contingencies for the new projects.

PPG's response to the vinyl chloride special project continuation is enclosed. My following comment provides additional explanation.
PPG favors the proposed continuation of the vinyl chloride metabolism studies at Dow to complete this investigation.
We will likewise acknowledge the judgment of the technical panel and favor the University of Louisville program for the development of diagnostic tools for this first year. Thereafter, we will make a judgment based upon the program and the progress. Such a program may have broad application and could perhaps be supported by all MCA
memberships.
I realize MCA cannot provide a concise judgment on the member costs until all management contacts have responded. Nonetheless, most of us have budget limitations to live with and would appreciate some indication of the financial coonitment Involved in the balloting.
