As of August 31, 1978, the plant operated 25 days without a lost time injury.
LARRY E. FRYE INJURY
On August 6, 1978, at approximately 3:15 p.m., Larry E. Frye suffered a disabling lost time injury as a result of a fall from an unsecured extension ladder in the new vinyl unit. Activity with regards to the direct causes of the injury (i.e., ladder safety and housekeeping) are as follows:
1. The Safety Department has defined purchasing specifications for ladders and essential accessories.
2. Ladder needs for the plant have been surveyed and an order placed to fill those needs.
3. The Safety Department has developed and initiated a Ladder Safety Program for all Operations and Maintenance personnel. Safety personnel will initially train all Supervisors with the aid of a flip chart outline in the September Supervisor's Workshop. The Supervisors are then responsible to train personnel reporting to them with the aid of the Ladder Safety Flip Chart. This training should be completed by the end of September.
4. A ladder identification system has been defined and a work order written to identify all ladders upon arrival.
5. Operations personnel have been instructed to clean-up oily material spills promptly.

A timetable for study and correction of the remaining items from the in-plant report will be developed and projects implemented by 9/15/78.
FIRE TRAINING
Three (3) additional Supervisors attended the Texas ASM Industrial Fire School.
VCM DOSIMETRY
A total of 72 samples were taken and analyzed with thirteen (13) of them indicat ing overexposure. The distribution of results and a brief explanation follows:

Employment
During the month of August one temporary hourly employee was added to the payroll (employee was placed on temporary employment work on debagging operation) and one Co-op student returned for the second work period.
The unemployment in the area remains at 8.8%.
Termination
There were a total of four (4) deletions from the Aberdeen payroll this month. Mechanical Superintendent 'transferred out of the plant. Process Engineer resigned to further his education and one Co-op student and a summer employee returned to school.
The overall turnover rate for the hourly classification was zero. The projected annual turnover rate was 1%.
Absenteeism
Plant wide absenteeism rate was 2% as a percent of straight time hours worked. The Vinyl Dryer Department experienced the highest absenteeism rate of 6%. Of the 6%, 61% was due to the absence of a Vinyl Operator who had an accident on duty.
Overtime
Plant wide overtime hours worked were 2756 (2204 were controllable overtime hours worked and 552 were non-controllable overtime hours worked). Total overtime as a percent of straight time hours worked was 10%. The Utility Boiler House experienced the highest overtime rate with 17% due to vacation coverage.
Minority
Minority percentage of the entire workforce is 28%. The two new hires were minorities. There are 6% minorities in the salaried classification and 38% in the hourly classification.
Casual Labor
During August, there were 17 casual labor employees on the payroll. Total hours worked were 1587.25. The bulk of these employees were utilized for vacation relief and the resin debagging oper ation. Full time equivalent was 9.1.
