KDilXCSS of the HEALTH AMD SAFETY COMMITTEE National Inaulation Manufacturers Aaaoeiatlon Haw York, New York July 23, 1968 The seeting vaa called to ordar with tha following in attendance: Mr. F. B. Edvards Dr. J. L, Konsen Mr. R. Kahn Mr. W. Outer Dr. L. B. Grant Owens-Corning Flberglss frens-Corning Flberglss Baldvin-Baret-Hill Custin Bacon PPG Industries JOINT MEETING WITH DUCT COMCTTEE Tha Health and Safaty Ccaaittee vaa invited to jointly aaet with the Duet Coaaittee to discuss environmental studiea of Inatallad fiber glass duct liners and systems to determine to vhat degree, if any, they pro* dueed fiber glass in air of respirable size through fiber glass erosion. This is a continuation of the fiber glass duct erosion studies recently completed by Kettering Laboratory under laboratory conditions. The various factors such as density of insulation, linear air velocity in duet, length of time since installation, quality of installers' work* aenship and many others were discussed. The Health and Safety Cosnittee studied these various factors and da* veloped a study proposal which would permit an evaluation of duct ero sion under conditions which might yield, on the one hand, the greatest degree of erosion and, on the other, the least degree of erosion* This proposal was submitted to the Duet Committee for their approval which was obtained. The proposal is set forth in Attachment #1. The Duet Committee will select, using the criteria set forth in the proposal, the five sites where the environmental studies will be accomplished. They will notify the Health and Safety Cosnittee by August 1, 1968, who will then request Kettering Laboratory to submit a study proposal for con sideration by both committees. moans* nsons Progress reports were made by Dr. Jon L. Konsen on the foilwing: 1. felted States Public Health Service Fiber Class Industry Study 2. Industrial Hygiene Foundation Fiber Class Studies. Copies of the above reports are attached. Minutes of the H&S committee Meeting - July 23, 1968 ?sge 2 REVIEW Of DRAFT OP TEXT FOR THE NIKA, NEWS On June 3, Mr. Ambrose M. Welsh requested our committee to review draft ,text he had prepared relating to activities of our cosmittee. On June 10 I sent this draft text to all our committee for their review and consents with a request to forward their coasaents to Mr. Walsh, hoping that doing so would facilitate consideration of this Better. The nature of the con sents were such that final Implementation of the review had to await our committee meeting. It was decided that publication in the NIMA, NEWS of our coanittee's activities was desirable and at an early date. In dis cussing the various comments which bad been made by members of our com mittee, it was agreed that Dr. Konsen's recommendations as made in the attached letter were acceptable to those present and Mr. Walsh, who was also present, was so advised and urged to begin publication at the earlieat date incorporating all of Dr. Xontea's recommendations into his final text. OCCUPATIONAL EXPOSURES DURING TEE INSTALLATION OT FIBROUS CLASS INSULAT ING MATERIALS - Research Proposal In the January issue of the Journal of Oecupetlonel Medicine, J. Leroy Bel2tr, M.S., an associate of W. Clark Cooper, M.D., School of Public Health, University of California in Serkalay, had an article published entitled "Industrial Hygiene for Insulation Worker#." It quantitated the asbestos exposures of the insulation worker but did not similarly quantitate the fiber glass exposures to these same workers, although it did point out that fiber glass made up almost half of the insulation being used. Dr. Cooper was asked to prepare a proposal for the Health and Safety Coaoittee' s consideration for quantitating the fiber glass exposures of the insulation workers. The proposal was received and distributed to the Health end Safety Cces&ittee members for their review prior to this meeting. At the meeting, it wee the unanimous opinion of the committee that it should be proposed to the HIMA Board to recommend that those HIMA member companies in fiber glees manufacturing sponsor the proposed research as a IZMA project which is vital to their inter ests. She research proposal la attached. HEW COMMITTEE MEMBER A new member of the committee is Mr. Valter Gubar of Gustin Bacon Manu facturing Coeveny * Division of Ctrtaln-Tted Products 2920 Fairfax Bond - Kansas City, Kansas 66115. The business having been completed, the meeting wee adjourned. Lot B. Grant, M.D ^ HEAUH AND SANITY COMCTTSS 28OP0SAI - ENV2MMMETAI STUDY TO DSmviNS THE DEGREE, I? GENERAL This is a follow-on study to the duct erosion study recently perfcrasd by the Kettering Leboretory under lsboretory conditions. The various factors which night affect fiber glass duct erosion were considered. The envlronaentel study was to detennine, if possible, quantitative differences in fiber glass erosion between installed systems which would produce the greatest end the least fiber glass erosion and the amount of respirable fiber glass in sir produced by each. S. CRITERIA FOR TEST SITE SELECTION Test site selection will be accomplished by the Duet Committee using the following general and specific criteria: A. General Criteria Since it was the purpose of the investigation to detsraine ero sion effect on fiber glass cooing into contact with the duct sir stream, it was decided only to consider uncoated systems and systems in which there was not an electrostatic precipitator filter system incorporated. Also, it was fait dasirabla to in clude a steel duct system as control. 3. Specific Criteria 1. Steel Duct Site A site which has an installation five or more years old with a duct velocity of 2000 linear feet per minute or leas will be selected. 2. Duct System Sites a. A aitc anticipated to favor duct troaicn will be selected. This Installation will be five or acre years old, low den sity insulation will have bean used, and the duet air velocity will be 2000 linear feat per minute or more. b. A aite anticipated not to favor duct erosion will be selected. This installation will be six months to one year old, high density insulation will have bean used, and the duet air velocity will be 1900 linear feet per mloute or lass. 3 Duct Linars Sites Two sites will be selected using tha criteria as set forth for duet system sites above.
