(COnOCO) yf; LCLflS Interoffice Communication To Bob Seymour From Tom Grumbles ate September 28, 1983 subject INDUSTRIAL HYGIENE AUDIT - LCLAB PLANT The subject audit was conducted on September 16 by A1 Gather, Safety Director, Aberdeen, Dr. Drumwright, Medical Director, Chemicals, and myself. All applicable items on the audit criteria were considered, however, only specific items are discussed. Below are the audit team's comments and recommendations. The plant industrial hygiene program is in good order. Air sampling programs are sufficient in terms of frequency and chemicals monitored. Education programs are complete and good records of the training are kept. Written programs are in order and for the most part, reflect current practices. Housekeeping in the plant was very good with no remarkable items noted during the walk-through of the plant. RECOMMENDATIONS 1. A procedure should be formalized to assure that new chemicals purchased for plant use are reviewed and approved by the Safety Director. 2. Lock-out of radiation devices should be specified for vessel entry where applicable. This could be done by specifying this step in the vessell entry procedure or by posting on the manways or entry -points of applicable vessels. 3. Several changes should be made in the Respiratory Protection Program to assure that it reflects current practices. a. The SC8A inspection procedure should be changed to reflect actual orocedures. b. The cleaning and maintenance procedures for face-masks assigned from the tool-shop should be changed to indicate current procedures. c. Inspection of individually assigned chemical cartridge respirators should be formalized. The plant is to be commended for the development and implementation of health and safety programs to date. The effort has resulted in complete and technically sound programs. I would like to thank Darrell and the plant for the time and cooperation extended to the team during the audit. Thomas G.
